If the Capital League isn't full to start a season it will be filled in order of finish from the previous season's Colonial League Table until all spots are filled. New Teams ALWAYS start in the Colonial .
The AAPL will always try to have 24 teams as it's division size. In a case where there are less teams, both the Capital and Colonial Leagues are to be of equal size, and the Division Manager, in the best interest of fairness, will decide which teams will need to move up or down to have a functioning League.
